Executive Summary
This report presents an evaluation of the current Nepal Early Childhood Development (ECD) policy and School Sector Reform Plan (SSRP 2009-2015). As a result of assessment, a lack of quality has been exposed by planning in the Nepalese education system focusing on the ECD. For this, a Sector Wide Approach (SWAp) was applied with evaluation practice of implementation of the policy and key components of the SWAp.
This is the list of sub sections.
1. Partnership to support SSRP in the ECD
2. Funding, budget allocation and crosscutting issues of SSRP in the ECD
3. Government Institutions, management, capacity issues of SSRP

The Nepalese government partnership with I/NGOs and local communities has allowed the successful SSRP implementation based on the SWAp. Current policy focuses on supply side issues (expansion the ECD centres) and is dominated by donors and politicians. It disturbs improving quality education. The SSRP has strived to focus on demand side issues.
