In essence, it suggests that inputs affect the effectiveness of the team both directly and indirectly though team process. That’s why we have to look more seriously “inputs” and “process”. Already the agency has their several teams (team composition) , so leadership, communication, decision-making, and cohesiveness are important. If the other facts are fulfilled , output that is effectiveness will be followed.



3. What are the most important pieces of advice to the top-management is team-system`s ability to make up for the weak point and make the best use properly.
In terms of introducing of team-system, the most important thing is organizational culture. When the culture is based on horizontality, the problem of managing the organization is smaller and adoption is available. Since the agency is open system among the top-management and employees it is possible if they reform their construction in building. The second thing is that expertise of employees has to be supported. In reality they need more education. Next, heavier leadership should be prepared to the top-management than before. The top-management has excused about their duty because of busying. But
