In spite of environmental destruction, some counties include the United States, rejected the Kyoto Protocol. Originally, United States officially signed the Protocol on November 12, 1998. But at that time, the President did not send it to the Senate for approval because he knew there was little hope of that happening.(J.J.Welfens 2001: 209) When the next president, George Walker Bush took office in 2000, the new administration openly opposed the Protocol. Bush claimed the standards set in the Kyoto Protocol were unfair to developed countries. Additionally, he said that if he were to enforce the Protocol, it would only have a negative effect to the economy of United States. The United States is responsible for 36% of all greenhouse gases, they reject the Protocol for the reason that it reduces benefit to them. After the United States, many other counties (including Australia) tried to avoid the Protocol for the same economical reason.
