The contemporary international order is made up of a very complex set of relationships where various actors interact with each other through a number of levels facing a multiplicity of issues. This makes the concept of post-Cold war order very hard to define also partly because we are still too immersed in living it to have any real sense of perspective. The widely acknowledged powers of globalization which currently affect the entire dimensions of international politics also play a very important role in producing this hybrid situation which has greatly transformed life in the 21st century.
With the formal end of the Cold War brought by the collapse of the Soviet Union dramatic changes have taken place in the field of international affairs. The early 1990s saw a drastic shift in the international system and even analysts who are skeptical of the traditional definition of power in terms of polarity noted the overwhelming US power preponderance over all other major powers.
Some analysts suggested the shift from a bipolar Cold War system into a unipolar post-Cold War era. By the wake of the end of the Cold War, Realism predicted that this unipolarity would be short-lived and that international politics would be characterized by a more stable but war-proned multipolar system where the emergence of other powers would balance out and counter the concentration of power in an anarchic, self-help system. However, by the late 1990s, scholars were surprised that U.S. preponderance had confronted no counter balancing from other powers.
